I have a 5GB I cloud plan and I pay 9 SEK from my account every month. But I have to close my account and stop the purchase from next month. If I downgrade or cancel the plan will it delete pictures and videos that I have saved till this month?

The 5GB plan is free, you must be referring to the 50GB plan. Yes, if you downgrade anything in excess of 5GB will be erased. If you no longer pay for the subscription, anything in excess of the 5GB free plan will be erased.
