A relative is paying Comcast/Xfinity for 1200 Mbps home internet service. When she runs the Speedtest by Ookla app on an iPad 2 the download speed comes in at about 30 Mbps. When she runs the app on an iPhone Xr the speed is a bit over 300 Mbps. Are these results unexpected? Wi-Fi on the iPad 2 is 802.11a/b/g/n. On the iPhone Xr it is 802.11ac.

You may need to find the MODEM/router box's instructions to be able to access the router's software settings, through your mobile device’s Web browser, to check Firewall settings and to relax those data Firewall settings, a bit, to allow more data traffic to move through.
Also, you may have to modify your router's data transmission setting for faster data throughput.

Very likely the iPhone is using the 5GHz band while the iPad uses 2.4GHz band wi-fi.
Perhaps the router offers separate network names for each band. For example, if the general network name is “Smith”, the router may also create a network name “Smith-5G”. If that’s the case, try connecting the iPad to that wi-fi name.
