Apple TV - Sign in to Update - Nothing is Happening

Since the last AppleTV update things have not been working right.

I kept getting prompted to accept the new iCloud terms of service, but every time I did it took me to a screen that showed a diagram of an apple tv with an option to sign out of my account.

I COULD NOT SELECT THE SIGN OUT OPTION OR EXIT THAT SCREEN!

After a few minutes it finally would exit and I could go back to using my apple tv, until I got prompted to do the same thing.

So I tried going into setting manually and see an option to "Finish Signing in with iPhone".

When I choose it I get the following screen:

And don't bother asking why this is upside down, I took it right side up, it's right side up in my photos app, so THAT is fully on Apple.

At any rate, I've stood next to my apple tv with an updated iPhone & iPad to no avail.

I will point out that I'm disabled, so standing next to my Apple TV, even for short time periods, FREAKING HURTS! Who ever at apple thought that this was a good idea CLEARLY does not care about people in my condition.

I don't know what else to try at this point. I've tried restarting the apple tv multiple time each time holding an iOS device next to it only for nothing to happen.
