How do I delete photos from my iPhone without deleting them from my iCloud account?

I am trying to delete photos off my iPhone to free up space, but if I delete them off my phone, they also delete off my iCloud photos? how do I prevent this?

You don't, sorry.

If iCloud Photos is enabled, that's the expected behavior.

This procedure can help you:--> Archive or make copies of the information you store in iCloud - Apple Support.

When all your photos are safely stored on a computer, you can delete them (or some of them) from your iPhone (and they are automatically deleted from iCloud too).
