hour chime wont work unless screen is awake

My hour chime on my Apple Watch no longer works unless the screen is awake.

I can test this by turning the chime on and off in the watch all on my phone and if the screen is asleep the chime doesn’t happen just the taps.

only if I wake the screen does it make the bell or bird chirp sound.

So now I never hear the chime because my series 4 is usually got the screen off on my wrist when I’m not looking at it.

is there a new setting I’m missing?

or just bug number 34 with the latest update and I’ll have to deal with it or buy a watch with an always on display?
