Who starts recovery process? My sister has two-factor authentication enabled, can’t find her phone and doesn’t know password for appleid. No other trusted device/phone number to use.

Thanks…have read that a dozen times and tried everything noted, but it repeatedly requests a trusted phone number to text code to - her only number is her cell, which is lost/she doesn’t have access to it. It does not provide any method for her to initiate recovery process - you hit a dead end.
