"Delivery Not Completed" try "track"

I bought a charger from the Apple Store to use with my Apple Watch. A month ago, I got a notice it was shipped. Now it just says "Delivery Not Completed" and "We recommend you go to Track Shipping." Selecting "Track Shipping" just takes me back to the same page showing "Delivery not complete."


How do I get a refund for the item when I bought it over 12 payments using Apple Pay? Do I dispute the charge the same as any other credit card?
