Odd. The posted image shows a 4G connection with no Wi-Fi, and an iOS update download is NOT permitted there. Try a restart. But again, 5G or Wi-Fi or a computer is required for an iOS update.

Can’t download updates on 4G. You need 5G, or Wi-Fi, or a computer, same as usual. Easiest way is to use a computer.
