The Iphone 13 dual camera system sticks out proud of the back side of the phone, when you set the phone down on a surface the phone does not lay flat, is that ok for the dual cameras? The 13 features talks about the stainless edges and more durability, I’m not a fan of phone case protectors, but not sure if it is ok to lay the phone flat with the cameras?

No, the rings are not protected, you will eventually notice the anodization chipping away. Get a protective case.
