Why is my minimum volume so loud?

Out of nowhere my iPad suddenly can’t be quiet at the minimum volume, I’ve turned it all the way down with the buttons and from the top right control center, but when I’m on calls the lowest volume is still super loud. This didn’t use to be the case, and I doubt my speakers got better out of the blue, so I wonder if there’s a problem to be fixed because I’d rather fix it then download a sound limiter.
