Everytime I try to download something specific in the App Store it will say payment not completed, for instance I’ve tried to download the Amazon Alexa app and when it asked for my Face ID it said payment not completed.

If you can't download any app from App Store, make sure your shipping address, country is correct on your Apple Account. Also, make sure you have a valid payment method on your account.
