Billing adress and regions

I have a question. Why is it that Aruba, Bonaire, Curacao, and Sint Maarten do not have their own region even tho other Caribbean countries do? so many people own apple products in those countries and for years now you guys haven't made it a region. you guys have apple stores in our countries yet you don't make it a region when adding billing address. Why is that? please do tell. I and incredibly curious as to why that is. Do we not look advance enough for you or are we just not important? Sorry if I came off as rude but it's just that I am frustrated. for years now I could not buy anything in the apple store or on Itunes. I just don't understand why you do what you do.
