Finder not working past 1st level.

I have a MacBook Air, that I believe is a 2013 but I don't know for sure because the finder doesn't work. I can't drill down past the first level to check anything in system preferences or the finder. The keyboard only works on the first level as well. I have reset the SMC and the PRAM/NVRAM and that has done nothing. I have hard reset the Mac and relaunched the finder. Not sure what else I can do. I can put in the user password but can't put any passwords in when I try to change something with the finder. Anyone have any ideas of something else I can do?

Start with this...


Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.


Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
