Currently there is no iTunes Store for movies in Morocco for users with an Apple ID account set for Morocco.

That is what the availability means in: Availability of Apple Media Services - Apple Support.

The Apple Media Services Terms & Conditions state that users from other countries can watch (stream) their purchases in their own ‘home country’, as set for their Apple ID. No guarantees for access abroad; probably not for movies. Taking downloaded movies with you for offline use is different.
