Payment Verification Stuck in a Loop

I preordered the Apple iPhone 14 Pro Max back in September and since then, I have had a new card. The payment was obviously declined this morning and when I have gone to pay the full amount with my new card, I am stuck in a Payment Verification Loop. I have watched the loading circle for around 30 minutes and nothing has changed. I first tried on my phone and now on my PC. I have not had any payment approval requests from my bank either.

Please help as I really need this payment to go through ASAP

I have since been able to approve the transaction twice but cannot fully pay for the phone as apple refused to connect to the next section as shown below
