I have an iPad 3 that my wife uses to play DoubleDown Casino Slot games. The game quit functioning normally yesterday 10/4/2022. I looked up the game and it states the developer requires iPad IOS 9.0 or later.
The version of IOS on iPad 3 is IOS 10.3.3
Does this mean the developer updated the App and it will no longer function on iPad 3 with IOS 10.3.3

If your iPad is running iOS 10.3.3, then this iPad is a 2012 iPad 4th generation and NOT a 3rd generation iPad.
If the app states, in the iOS App Store, that this app needs iOS 9, or later, then it should still work on an iPad running iOS 10.
For iPad models with a Home button, do a simple hard reset of your iPad by holding down both the Home and sleep/wake/power button simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons.

As iOS 10 (released September 2016) was later than iOS 9 (released September 2015), the app should be working as expected, or at least - the software version should not be the cause.
