Safe mode confirmed that it works well (in Safe mode).

That Mac has are quite a few system modifications affecting Safari, any one of which can be responsible. For example, Microsoft "Silverlight" was deprecated years ago and should be removed. Most others are not necessary and can be removed.
Follow their respective uninstallation instructions.

Which ones to you need? Are you certain you need them? Only you can answer those questions. Did you install them simply because someone or some thing said you should?
It's up to you to determine what you install on a Mac. I don't use any of them because I don't need them. Adobe, Google, Teamviewer, Zoom, Malwarebytes, Microsoft... none are required, and all can cause trouble.
Of course if you are required to use one or more, then you must accept their potential for adverse effects.
