Geolocation is inexact and can be based on cellular towers, GPS where that is accessible, and predetermined Wi-Fi geolocation, and more precise geolocation—where that is even available—typically requires more power and more time. Cellular tower geolocation is inexact—five kilometer circles are not particularly unusual around here—but efficient to acquire.
Officially: Location Services uses GPS and Bluetooth (where they're available), along with crowd-sourced Wi-Fi hotspots and cellular towers to determine the approximate location of your device.

Weather forecasts—outside of point forecasts for Mount Washington or the Knife Edge traverse of Katahdin or other similar places—tends not to vary widely in near proximity, either. It’s still fairly rare for weather prediction models to have even two kilometer resolution, with various models using larger values for resolution.
