New iPhone 14 not receiving FaceTime calls

Just set up a new iPhone 14 for my mom. I moved her info from an iPhone XS Max to an iPhone 14 Pro Max. It can receive standard audio calls. It can make FaceTime calls. When I try to call it through FaceTime, nothing happens.

I have run through multiple

troubleshooting steps:

  • signing out of her Apple ID and back in
  • turning off FaceTime and back on
  • restarting the phone
  • making sure it’s updated to the newest iOS

Her Apple ID has an iPad on it, as well. It does receive the FaceTime calls. Her old phone received the calls fine. Nothing else has changed.

Any help would be great. It’s very frustrating.

1) I created a new FaceTime call using the email address. This worked.

2) In regards to cleansing the old phone and setting up the new one, I did the following:

I then reset the old phone to factory settings. It has sent been sent to my carrier for trade-in.

How can I ensure the phone number is attached to this phone/Apple ID? It seems to be but this FaceTime issue indicates otherwise.
