If Airport and WiFi connections are one and the same, why does Airport connect with an IP address while my WiFi states that it cannot grab an IP address?

You have two Wi-Fi services in that list with different names. The active one is "airport" and the inactive one is "Wi-Fi". You can have only one in use at a time.
