Old phone wasn’t backed up.

Is it possible to access my original photos on my new phone when my old phone was never backed up and no longer turns on

If iCloud Photos was successfully turned on, on your old phone, you can access those photos on iCloud.com or turn on iCloud Photos on your new phone.
