Transferring encrypted files from Windows
I have a Western Digital "My Passport" encrypted SSD that I use on my Windows computer. How do I get a MacBook to run the unencryption progam so I can load the files onto my MacBook?

How did you enable the encryption on the WD drive? Did you use the WD proprietary software? If so, download the macOS version of the WD software direct from WD as I believe they have an app available for macOS. If not, then turn off the encryption on the WD drive by using the Windows PC, then the drive should be accessible within macOS.

Did you use some other third party software on Windows to encrypt the WD drive? If so, then see if they have a macOS version.
If you used Windows itself (aka a built-in Windows utility) to encrypt the drive, then you will likely need Windows to decrypt it.
If you have an Intel Mac, then you can install Windows into a Virtual Machine such as Parallels, VirtualBox, or VMWare if you encrypted the drive using an app only available for Windows.
Another option is to use the Windows PC to access the files from the encrypted WD drive and transfer them to another unencrypted drive or through network file sharing.
FYI, if you are going to share a drive between both macOS & Windows, then it is best to configure an external drive to use a file system natively supported by both macOS and Windows. If you want to encrypt a drive shared by both macOS and Windows, then the best option is to use software which is available for both macOS & Windows.
