Sometimes, it may not be up to Apple (or even the service-providers) what is allowed in a country or region.
There can be International regulatory requirements in place.

India unfortunately was their lowest priority market. The proof of it is how few Apple services are available here. Anyway I hope this changes soon with the rapid growth in market share (by volume) recently. Is 5G available by Jio and Airtel ?
These are the following services that India is missing. Based on your suggestions I have submitted my feedback to Apple. Hoping for a positive change.
Apple Pay - Government regulations request data storage of users in India (just like GDPR in EU and several other geographies). If biometrics should solely be used, then it must validate with the government database. An alternative would be to use the UPI pin that the users have registered with UPI. Google has complied and stores data locally. Their app uses face id for login and uses the UPI pin for transaction approval. Minor things that Apple too can comply, given that they do actively comply with regulations in the EU.
Apple Store app for India - The online store was launched in India in 2020. I have made several purchases through their web store. However it’s been so long and they are yet to update the Apple Store app with the region India. Instead it simply says that the country is not supported.
Apple News for India - Millions of people would pay for a premium news subscription. I personally pay for my news from certain Indian news companies because I do not like manipulative news. Apple could gain a lot of revenue by rolling out Apple News for India but it has still not materialized.
Apple Wallet - Without Apple Pay, the wallet app is useless in India. It does not allow to store images or documents of government ids that I usually carry around in my physical wallet.
I have submitted these feedbacks. But with all big corporations I don’t think this will ever reach the table of anyone that matters.

Yes it is now available in few cities as they roll out. But not for apple phones in both Airtel or Jio due to Apple not enabling 5g.
This is outdated KE/KB. Now its time for apple to update this KB/KE with the details of 5G services in India
