payment method

im trying to make a new apple-id to get a app, i already made the apple id its just that the problem is signing in on apple store to get the app. so it says review my account since it hasnt been used in the itunes store, i click that fill all the information and when i submit it/press next it says there is a error when i use none as my payment method. on the error it says "Please contact itunes support to complete this transaction"
