Apps Do Not Respond Until After Restart

Experiencing intermittent issues when using macOS Monterey 12.6 on a Mac Pro (Late 2013).


After a clean start-up or restart, none of the apps respond when clicked on.


If an app is already open after start/restart, the menu bar can be activated but no menu items react to being selected.


Have zapped the PRAM, reset the SMC, went into recovery mode and used disk utility to check the SSD, reinstalled OS, did clean install of OS and still no resolution to the problem.

Does the same problem occur when you start the mac in Safe Mode?

Note: Safe Mode is slow, it may take a few minutes to boot, and is not meant to be used permanently.

It does clear system caches and perform additional checks. It will also load only essential software. If (apart from slowness, that is normal), things work in Safe Mode, then some third party software is running amok in your system.
