Print Dialog->PDF->Open in Preview doesn't work

I am printing from a Java application on Monterey M2 MacBook Air.

I get to the print dialog and select PDF->Open in Preview because I want to preview the page before killing a piece of paper.

But, instead of going to the Preview app, it just prints the page.

Any ideas?

I have never seen "Open in Preview" resulting in a printed page.

I gather it works ok with other applications, so it is probably something in how that specific application is coded.

Does it work if instead of "Open in Preview" you choose "Save as PDF"? (probably not, but if it works it could serve as a workaround)
