I’ve tried to reset the passcode by following the onscreen instructions. Once I enter in my info as asked it takes me back to the change passcode pop up box and does not allow me to do anything for another 60 minutes.

According to Apple, if the "Forgot Password?" doesn't work, you should contact Apple Support.

You restore your phone to factory settings as outlined in the link I provided. Since the link under related article doesn't help you.
