I am having this issue too. A restart fixes it. Also, closing all open eMail fixes this.

How much free storage space do you have?

System data looks a bit high so there may be an issue there that causes the slowdown. Try restoring your iPhone from your backup.

How much of that is system storage?

And can you define how long it takes?
