Trying to set up used iphone from USA in Greece

I received a used iphone from family member. I was told unlocked after finished contract.

It was also reset completely. When I put SIM card in and turn on it asks language, region, SIM pin (which takes) then I press to manually activate...says may take few minutes, then select carrier page ..it only shows 2 carriers that are from the USA. Therefore I can't get passed the screen to get to put in apple I'd or homescreen.

Obviously it's reading my SIM card because it takes my pin so I'm very confused.

Can phone be unlocked and have a region lock? Any clue what I can Do?

I have contacted family member to double check with old carrier but in case they say it is unlocked, I'm looking for options.

Despite what you might have been told, the SIM card was not fully unlocked by the original carrier in the U.S. before the phone was moved to Greece.

That is why you cannot get to the screen regarding Network Carrier Lock.

You won't be able to set up the iPhone in Greece until the SIM card has been unlocked by the original carrier for the phone in the U.S.

When you do see options to select a carrier in Greece, you will know that that phone has been fully unlocked by the original carrier in the U.S.
