How do I get access to my old photos and contacts

You need to use the Apple ID you were using when you synced the photos and contacts to iCloud. When you have that ID, log into Settings/Your Name using that ID and then go to iCloud and turn the desire syncing on. The iCloud sync is very very slow. The photos sync is extremely slow. It could take several days or more for the photos to sync.
