How can I update my iphone8 plus to iOS 16 from iOS 15.7. Trying to pair I watch 8. Currently on plan to download advanced iOS software.

Follow the steps in the support document you posted from: Update your iPhone or iPad

If you are having a specific issue following those steps, then explain what that is.

If its not offering iOS 16 at all, then go to Settings->General->VPN & Device Management and delete any Beta profiles you may have there. Reboot the iPhone and try to update again.
