Series 3 Watch will not update after I wiped it

I wiped my apple 3 watch and when I go to update it, it says Unable to Verify Update The watchOS update couldn't be verified because you are not connected to the Internet. Everything is set up like it should for updating. Wi-Fi, both my phone and watch are at 100% and on the charger, and is paired. I’ve downloaded the software 9 times. I am aware that my watch is old and might not take the update. If so, how can I get it to just work?
