It sounds like you have tried some great troubleshooting here. Have you updated to iOS 16.0.3 yet? We'd advise checking in Settings > General > About and if you haven't updated, go ahead and do that to rule being out-of-date as being related.
Updating also applies to your apps. Check the App Store and make sure you don't have any pending updates for these apps.
If the issue continues, next go into Settings > Notifications and try switching off Notifications for the apps involved with the issue. Exit Settings and restart once more. Switch the notifications back on and test to see if this triggers the notifications into working again.
