Big Sur 11.6 was Released Sep 15, 2021.
This computer has a lot of catching up to do to get the Latest version 11.7 Released Sept 2022
In Reply to e-mail Mode this is presented on my Setup using the native Apple Mail Application
In New e-mail composing, I just Drag and Drop the file into the Body of the Message to attach to the e-mail
As presented in the 2 above relays it appears there are two options;

The application is free or paid from added features.
It will take a Snap Shot - both the hardware and software.
The Report will Not Reveal Any Personal Information.
Post back the Full Report - copy and paste ——> using the Additional Text Icon ( 3rd Icon to last ) <——
We can have a look at the report for possible issues and may have possible suggestions to resolve the issues.
I have found a work around. I went to View / Customize toolbar... and chose Show Icon and text. Now when I click on the text the link works. But if I return to just the icon then the link is dead. I am using Big Sur 11.6.
Unfortunately the problem is the attach icon you have shown is not clickable. It stopped functioning a few days ago!
In fact all the icons in the tool bar are not clickable!
In affect - I can not Duplicate this behaviour on any of the 3 Apple Computers I am using.
2 are running Monterey macOS 12.6 and 1 stuck on High Sierra macOS 10.3.6
