Stuck on "Complete Your Apple ID"

Hello Apple Community,


Today I tried downloading an app on my iPhone for the first time. I have setup my Apple ID yesterday.


When I clicked "Get" and then "Install" on the App in the App Store, I was prompted with a message:

"This Apple ID Has Not Yet Been Used In the iTunes Store". I clicked the "Review" button, entered my Apple ID associated E-mail, accepted the Terms of Service and clicked "Next".


Now, the "Next" button becomes disabled (Grey). I waited for about an hour but nothing seemed to change or progress.


Thinking it may be an issue with my slow wifi, I installed iTunes on my desktop computer (which is wired). In iTunes, when I head over to the "store" tab, I am greeted with the same "This Apple ID Has Not Yet Been Used In the iTunes Store" message. I again click "Review". I again enter my Apple ID associated E-mail and I again accept the Terms of Service.


When clicking "Next", the button -again- becomes disabled. Nothing seems to progress. No error message, no indication of a missing field, no request for additional information. It just does not progress.


Out of frustration, I signed in to appleid.apple.com to see if maybe some information is indicated as missing.


However, judging from the appleid.apple.com website, all my information is complete and Apple does not require any additional information.


Has anyone encountered this issue before? How can I progress past the "Complete your Apple ID" form?

For anyone struggling with the same issue, this got solved.


During the setup of the iPhone, I chose not to enable location services. Apparently, when an iCloud account is first used in the iTunes Store or App Store, Apple needs to verify that you are currently located in the same country your billing address is set to.


After enabling location services and rebooting the iPhone, I was able to progress past the "Complete your Apple ID" form.


Once your Apple ID is completed, you can go back to settings and disable location services again.
