Creating a play list on Apple music
How do I rearrange tracks within a new playlist? In Itunes it was easy, this (Apple Music) seems to be non-intuitive. Help!

Actually it works the same in Music as it did in iTunes. :-) In Songs view, click above the first column (the column with the serial numbers 1, 2, 3, etc.). Then you can drag-n-drop songs up or down in the playlist.
Alternatively, in Songs view, View > Sort By > Playlist Order.
