If I buy iPhone 14pro max from Apple store at Thailand and use it in Cambodia is it need to use Cambodia Code country?

Where you buy the phone doesn’t matter. Whether or not you need a country code is determined by your cellular network provider. If you have a Cambodian network provider you should not need a country code for in-country calls. If you travel outside of Cambodia and want to call someone in Cambodia you would need a country code; the easiest way to deal with this is to add the country code to all of your contacts, then turn on Dial Assist in Settings/Phone. That way the phone will use the country code when needed, and not use it when it isn’t needed.
Note that if you buy the phone outside of Cambodia you may need to take it back to the country where you bought it to get service on it.
