hi, i am buying a new ipad air- wifi/cellular version.
my old ipad i recall having to select carrier first to get the correct version of the ipad.
does that still apply or can ipad air now work on any network?

The iPad works with any carrier it is not locked to particular one and there no carrier specific versions any more. You can set up cellular either using a physical SIM card from the carrier you wish to use, or by setting up an eSim.

No real functional difference.
The real question, is wether the carrier you want to use, supports eSim. If they don't support eSim, then your only choice is a physical SIM card.
Otherwise, it's entirely up to you which you want to use.
