Phone full of storage, not working or deleting

My phone has recently been low on storage and it is slowing down as my storage goes down. Today I got a notification that I am out of storage and settings shows I have used 127.9/128 G. However, whenever I try to delete photos they simply reappear in my camera roll and my recently deleted photos won't clear. I keep trying to delete apps but my storage is not changing. My phone keeps rebooting itself and wont stay on for more than 1 minute. I also can't open any app without getting booted after 30 seconds. Everything is super laggy and I am unsure how to fix since I cannot delete anything and the phone itself won't stop showing the apple logo

UN-Sync photos to your device

  1. Connect your device to your Mac.
  2. You can connect your device using a USB or USB-C cable or using a Wi-Fi connection. To turn on Wi-Fi syncing, see Sync content between your Mac and iPhone or iPad over Wi-Fi.
  3. In the Finder  on your Mac, select the device in the Finder sidebar.
  4. Select Photos in the button bar.
  5. Note: When iCloud Photos is turned on, no photo syncing options appear when you select Photos in the button bar.
  6. Select “Sync Photos to your device from” tickbox, then choose Photos, Pictures or a folder from the pop-up menu.
  7. Uncheck Sync photos
  8. Click on Apply / Sync
