The operation can’t be completed because “Library” needs to be downloaded.

I have tried to create a new Time Machine backup on a new, empty external SSD, This has failed because the backup sticks after copying about 70 of the files, with no explanation or error message.


As an experiment, I tried simply dragging my user folder to the SSD, one top level folder at a time. When it came to copying the Library folder I got the error message above.


Another thread has suggested that this is because the Library folder is held in the iCloud and I need to download it before I can copy to the SSD, but there is no little cloud icon to click to do this.


I suspect this problem is also what is cause the Time Machine backup to fail.


Can anyone suggest a solution?

Would suggest Reformatting the External Drive to the expected APFS / GUID format as per info in provided Erase and reformat a storage device in Disk Utility on Mac - Apple Support (CA) to be used for a Time Machine Backup


Now - question for user is how much Empty Space is on the Internal Drive of this computer ?


Sometimes the issue mentions above is that the Internal Drive does not have enough Empty Space for TM Backup Utility to make a new Snap Shot which will eventually be moved to the External Drive.
