Delayed Notification of Voicemail

I have an iPhone 12 Pro Max with T-Maybe and periodically I see a serious delay in the timing of notifications when someone leaves a voicemail. I received a notification 2 1/2 hours after a VM was left this morning. I have raised this issue repeatedly with the carrier, they now claim it affects all Apple devices - except, everyone else I know with an Apple. Is this an Apple issue, and if so why has it not been resolved in the 3+ months since it first appeared? The solution last time, they told me, was upgrade the iOS, they are selling that story again.

Voicemail notifications require that you have a cellular network connection and that cellular data be on. So that’s the first thing to check.

No, but Voicemail notifications cannot use Wi-Fi, they can only be sent by cellular data, because your carrier doesn’t know anything about your Wi-Fi connection.

Thanks, it is on. However, when I am at home, my calling is handled by a wifi connected device as my regular cell service is lousy here (of course, the map shows 5G). The notification came to me about 10 minutes after I left my house. Could that WiFi device (provided by T-Mobile) be blocking that? I also have issues with short code messages not being received.
