iPhone Recovery Key verification failing

I have tried to create a recovery key 3 separate times using my iPhone. Each time the verification fails. I know I am typing in the correct code. What gives?

Exactly the same issue here, but with a new iPad Pro (and I'm 100% certain that there are no typos!) Were it not for the fact that it's a security issue, I'd happily post the screenshots of the generated recovery key and my "Verification Failed" recovery key to prove they're identical. What on earth is going on?

I just read that if two-factor authentication is on for your account you cannot generate a Recovery Key because that uses the outdated, two-step verification, and you cannot use both.

Does that sound correct?

Well, I do have 2FA enabled. I hadn't come across that information. One would think it would be stated on the recovery key screen to alert users to this instead of having us try multiple times entering endless combinations of characters over and over.

I thought 2FA and a recovery key were intended for different purposes.
