You can't drag and drop applications folder from finder > under favourites to iCloud in finder .

Important: Your home folder and certain other folders can’t be renamed. It’s best not to rename or move folders that came with your Mac. Many of these folders have special uses and are necessary for your Mac to function correctly.
The applications folder can be shown in finder > under favourites by checking the box in finder preferences > sidebar section Change preferences in the Finder on Mac - Apple Support

The Applications folder isn't in iCloud. You can access it on your Mac via the Finder "Go" menu > Applications.
