After transferring to a new iphone, and to 16.0.3, the App Library is jumbled and not organized the same as my old phone. Items like Starbucks, SheIn, and Amazon were in a shopping folder. Can we organize them like the we can the home screen?

No. IMO, the App Library is useless. I will emphasize IMO. Apparently Apple thinks that users need or desire this feature and that they need or desire it in the exact fashion that Apple deems is best for one and all.
I continue to organize apps the way I have always done so and I will continue to do that as long as I use iOS devices. You can leave feedback for Apple if you want to express your desire to make this feature user friendly.
My suggestion is to simply ignore the App Library. I never go there unless it is accidental.
Is there a way to organize the apps into different folders in the Apple library?
