Terms and condition error

i just bought an iPhone X from my cousin, I’ve set up the phone with an Apple ID and everything is working perfectly fine except when I want to download an app it won’t let me because I have to accept the “apple media services terms and condition.” After I press “okay”, it brings me to the page, then I press “agree” on the top right, then a prompt pops up saying “there was an error. Please try again later.”

I’ve tried hard resetting the phone, a network reset, an update, even changing the region and address. And nothing please help!
