Try booting into Safe Mode then restart normally. Sometimes that will correct glitches.

Take your cursor and put it on the bottom of the window. It should become a double pointed arrow. At which point you can click and drag stretch the window.
Keep in mind Apple menu -> System Preferences -> General can always show scrollbars obviating the need for a larger window.
Also keep in mind, a window may be open behind the existing window preventing any further input on the window in focus. Dragging its titlebar can usually bring it back to focus or drag it out of the way.
The window can be expanded up and down:
Just not sideways.
If that's not working for you try the Safe Mode boot that dialabrain recommended.
Thanks, tried all that. Sys Pref window isn't stretchable like app windows. Show scrolls always is selected. I can close & reopen, so no windows are preventing interaction.
My question is now moot thanks to Ventura. It's now called System Settings and has been completely revamped.
