Look back through this thread. There are several posts with the solution to both clear and configure these settings using the command line with the Terminal app. Apple even has an article with instructions which seems to imply removing the GUI configuration option was intentional:

Scheduled power events are gone from System Settings. (One of the last bastions of NextSTEP and a marvel on the NeXT computers now relegated to the terminal via the pmset command which is a relic of a bygone era).
I want it to power on a particular Mac on Saturday's at 09:00 and shutdown at 21:00 so the command which has to be run by sudo is :-
sudo pmset repeat wakeorpoweron S 09:00:00 shutdown S 21:00:00
This has annoyed me so much I wrote it up.
What happens when you try? The command works for me. Make sure it's typed exactly as shown, with the args properly put in.
Here's the template:
sudo pmset repeat [type] [day] [time]
Here's an example (shutdown every Friday at 8:00 PM):
sudo pmset repeat shutdown F 20:00:00
However, Apple offers this note:
Your Mac must be awake and you must be logged in for it to shut down at the scheduled time. If you’re not logged in or if your Mac is in sleep, it won’t shut down.

Using Terminal isn't 'programming'. Think of it as a secondary method to perform system tasks.
From within Terminal: (Example)
To have BOTH startup and shutdown:
sudo pmset repeat poweron MTWRFSU 6:00:00 shutdown MTWRFSU 21:30:00
To cancel the schedule:
sudo pmset repeat cancel

Hey all you apple iMac users who have switched to OS Ventura and found that your scheduled shutdown and wakeorpoweron times don't work. I haven't seen in real good answer to the the question of to get this working again. And honestly I haven't read every post. So maybe this answer exists already. If you want to schedule wake and shutdown daily for your OS Ventura systems type this in terminal:
sudo pmset repeat shutdown MTWRFSU 00:00:00/repeat wakeorpoweron MTWRFSU 00:00:00
This one line will set wake and shutdown time. Make sure you use 24 clock times (ie. 09:00:00, 22:00:00 etc.)
check your schedule by using this line:
pmset -g sched all
For those who have figured this out, old news. For those for who this relieves a little frustration, I'm glad I could help.

sudo pmset repeat shutdown MTWRFSU 1:00:00

Yes, we can Schedule on Mac for Shutdown for Shutdown, Restart, Sleep & Wake using the terminal command with Date, Time - for Specific Day & Days in Week.

We found the same problem. Just been onto Apple support and they confirm that the feature has been removed.
But because others are asking where it has gone as well they are raising it as a feature request "for consideration for future releases".
I also told them that, in these days of escalating energy costs and Apple's claim to be environmentally friendly, it is incomprehensible why the schedule shutdown has been removed.
For now you can do this via terminal, a little bit of a hassle, but at least it lets us auto shutdown and start up

Please bring this feature back. My efforts to modify this setting in Terminal are unsuccessful. In the previous MacOS, I had the schedule set to start up everyday at 7:00am. I don't want to have learn a programming language just to make changes to the system. That's why I own a Mac!
I hope they'll bring back that feature too (UI-wise I mean, I don't buy a Mac to open Terminal to set power schedule...). In the meantime you can contact Apple support and send feedback through the Product Feedback website...
