iPhone XR only charges when dead how do I fix this? It will not charge when on and then once it dies it will charge to 1% to turn on then immediately stop charging and die again.

Most likely you need a new battery but also a fairly good chance the phone itself is dead.
First try a Forced restart Force restart iPhone – Apple Support (UK)
If no better you should arrange a repair
