I have this problem too- went to T Mobile today, they said to go to the apple store. So frustrating!

Carriers are famous for the blame game. You pay them for service. Make them earn what you pay them for. There was another thread about this a couple days ago. The user finally landed with higher level technical support with the carrier and low and behold, they hadn't provisioned his service correctly. A common issue I've seen is the ICCI number on your watch, is not set up correctly in the carriers system. If they don't set it up exactly, you don't get cellular service. Apple cannot fix it, nor does Apple provide cellular services.
