iPhone was stuck on restore mode with repeated error code 9 and took it to 2 apple repair services and now apple itself to repair it. I'm scared it won't be fixed.

If you still have warranty coverage and the hardware issue is covered and isn’t due to something not covered like water damage (just an example) then yes. Or if you have AppleCare+ (depending on what exactly the issue is it will either be free or a small deductible).
